If no one knows what is going on, no one is going to go. Make sure that you talk this up to everyone in your office. Put up fliers and posters. Send out emails. Do whatever you need to do to make sure people know what is going on. Let them know that this will be a fun and relaxing time to meet fellow employees. Make sure you don't advertise this as a mandatory event; if you do, people will get scared and try to find an excuse not to go.
Have Employees Sign Up to Bring Something
If you don't have plates, you can't have a potluck lunch. Encourage employees to sign up to bring various items so that you will have everything you need for a successful event. This includes, but is not limited to, food, drinks, utensils, plates, cups, etc. For those employees volunteering food encourage them to get creative and to cook their favorite dish. If it is unique, that is even better; it will make for a good conversation starter.
DON'T Talk About Work At The Potluck
Employees don't want to talk about what they are working on when they are supposed to be relaxing. Steer the conversation away from work-related matters. Talk about sports or the weather but don't engage in potentially controversial topics like politics or religion. The goal is to help employees find that they are similar to other employees and that they like to do similar things as other employees. In this way they can bond on a much deeper level than just what they are working on.
In the end the most important thing to remember is to make the potluck lunch fun. If employees enjoy it they will want to come to future events.
